Lt Gen censured for sexual misconduct
Tribune News Service  New Delhi, December 8 Defence Minister AK Antony today said that an Army Court of Inquiry investigating the allegations of sexual misconduct against former Engineer-in-Chief Lt General AK Nanda has found that he "acted against service decorum".  Gen Nanda, has been "censured" by the Army. The wife of a Colonel, who worked as his technical secretary, filed a complaint against Nanda. He was accused of misbehaving with her during an official trip to Israel.  Antony told the Rajya Sabha: "As per the inquiry report, the allegation against the Lt General has not been conclusively established. However, it has been found that the General Officer acted against service decorum." The Defence Minister did not explain what actions of Nanda went against the service decorum. The complainant, Colonel SPS Pasricha, has also been censured as he tried to mislead the Court of Inquiry.  Antony added that Army Chief General VK Singh has administered ‘reproof’ to both the officers under the regulations of the Army. ‘Reproof’ in Army parlance ranges from a warning to censure as punishment and it is an administrative action taken against officers found to have floundered the Army Act and Army Rules.  The Court of Inquiry was constituted under the then Shimla-based Army Training Command chief Lt General AS Lamba. Antony also said that there was no information to the Defence Ministry on the Colonel and his wife making similar sexual harassment allegations against any other officer in the past. Nanda has since retired in October this year, but he left the service only after the "reproof" was administered to him.












11,000 acres of Army land illegally occupied
Tribune News Service  New Delhi, December 8 In what could put Mumbai’s Adarsh society land scam to shame, the Defence Ministry has found that 11,000 acres of defence land across the country is illegally occupied. The ministry gave this information in written reply in the Rajya Sabha to a question posed by Akali Dal MP Balwinder Singh Bhunder.  Defence lands are under threat in UP (2,948 acres encroached), Punjab (494), Maharashtra (2,285), Haryana (960) J&K (721) and West Bengal (406). Other than small states like Tripura, Mizora, Nagaland Pudducherry and UT’s like Chandigarh and Daman and Diu, there has been illegal occupation of lands in all states  The action for removal of encroachments or illegal occupation of defence land is taken under the provisions of the Cantonments Act 2006 and Public Premises (Eviction of Unauthorised Occupants) Act, 1971, Antony said. Shockingly, the Lucknow Development Authority (LDA) has encroached upon a firing range on the left bank of the Gomti River and even leased it out further to big business houses like the Sahara and Ansals. The LDA has also constructed flats ut plots and allotted them.

Defence diplomacy

As they turned inwards in the 1950s, both Beijing and Delhi turned insular in the military domain too.  While the Indian armed forces retained a measure of international presence through their participation in the United Nations peacekeeping operations, the People’s Liberation Army largely remained in the shadows. In the last decade, Beijing has put a special emphasis on military diplomacy as an important element of China’s national security strategy. As its interests become global, China’s international military footprint is rapidly growing.  While the external interaction of the Indian armed forces has grown considerably since the early 1990s, Beijing scores over Delhi in the better institutionalisation and greater integration of its military diplomacy with the conduct of external relations. A recent report in the PLA Daily underlines what it calls the “splendour” of China’s military diplomacy.  According Qian Lihua, the director general of the foreign affairs office of the ministry of national defence, China’s military diplomacy during 2006-10 has “witnessed constant expansion with more objects, wider fields and greater depth, forming an all-dimensional, multi-tiered and wide-ranging landscape.” Qian reports that up till now “the People’s Republic of China has established military relations with 150-plus countries and set up the military attache offices in 112 countries while 102 countries have set up their military attache offices in China.”  He adds that “PLA dispatches about 170-plus military delegations to visit foreign countries and receives 200-plus foreign military delegations every year.” The PLA also sent 1,200-plus military students to study in nearly 100 military academies of 30-plus countries.  The PLA’s military diplomacy covers the full range from high-level contacts, professional exchanges, personnel training, joint exercises and training, international arms control and public diplomacy. It involves the general headquarters/departments, armed services and the area commands of the PLA.  After shunning international peacekeeping for decades, the PLA now sees it as a valuable tool in learning to operate in foreign lands. Since 2006, China has dispatched 13,000 officers and men to participate in 13 UN peacekeeping operations. Since late 2008, the PLA navy has sent seven naval escort task forces to the Gulf of Aden and the waters off the Somali coast to offer escort for 3,000-plus Chinese and foreign merchant ships.  Qian claims that PLA’s military diplomacy has “enriched the conduct of foreign relations, cemented and deepened China’s cooperation in defence and security with other countries and played a unique role in creating a good external environment for China’s development.”  Selling arms  In the last few years, China has stepped up its efforts to improve the quality and value of its arms exports to the developing countries, according a recent annual survey of global arms trade conducted by the Congressional Research Service (CRS) in Washington. The CRS reports that “from 2006-2009, the value of China’s arms transfer agreements with developing nations averaged over $1.9 billion annually”.  “A significant portion of China’s totals can be attributed to the major contract with Pakistan, a key client, associated with the production of the J-17 fighter aircraft”, the CRS says. China has been an important source of missiles and related technology in the developing world’s arms market, especially to North Korea, Pakistan, the Middle East.  China has also supplied small arms and light weapons to African and other developing states. “Since the prospects for significant revenue earnings from these arms sales are limited, China likely views such sales as one means of enhancing its status as an international political power, and increasing its ability to obtain access to significant natural resources, especially oil”, the CRS report concludes.  Russian clones  After importing a significant quantity of advanced weapons from Moscow in the last two decades, China is now producing Russian-designed weapons and may soon export them. A recent report in The Wall Street Journal says: “China is starting to export much of this weaponry, undercutting Russia in the developing world, and potentially altering the military balance in several of the world’s flashpoints.”  Russia and China are now quibbling over intellectual property rights. The Journal quotes a Russian official as saying that one of China’s latest fighters, the J-11B, is a copy of the SU-27 that it had supplied to Beijing in the 1990s. The Russians say that after producing under licence nearly 100 SU-27s, the Chinese cancelled the contract in 2004 and within a few years, unveiled the J-11B.









Indian Army, BITS Pilani plan collaborative research
Posted by anand on Dec 8th, 2010 // No Comment  Indian Army and the Birla Institute of Technology and Science (BITS) Pilani will actively collaborate in research in frontier areas of technology such as robotics, artificial intelligence and computer simulation to improve the Army’s command and control and surveillance systems.  The Army’s association with BITS Pilani is part of its plan to increase technological capabilities through engagement with premium institutions in the country, Chief of Army Staff General V K Singh said at the Pilani campus of BITS today.  This would also help the Army attract talent from the top technology institutes in the country.  “It is the intent of the Indian Army to do its utmost to ensure that we collaborate with premium institutes such as BITS Pilani to utilse the full potential of technological knowledge and expertise. We are looking forward to a lasting fruitful association with BITS Pilani,” General Singh said.  Just as technology has revolutionised the Army, General Singh said, it is equally important to upgrade technology on an active and continuous basis so as to ultimately benefit the armed forces.  “We are proud to be called upon by the Indian Army to collaborate on science and innovation. We wholeheartedly welcome this opportunity and look forward to the association.  We invite Army officers to take advantage of our postgraduate programmes and gain access to our innovative and effective work integrated learning programmes that have successfully enhanced the knowledge and capabilities of 16,000 professionals in the past,” Professor B N Jain, vice chancellor of BITS Pilani, said at the ceremony.







Indian army captain killed, trooper commits suicide
Posted by zakiraah on December 8, 2010  Srinagar, December 08 (KMS): In occupied Kashmir, an Indian Army officer, who was injured in an attack in Sopore town succumbed to his injuries.  The officer identified as Captain Abhimanyu was critically injured on Tuesday evening in an attack at Model Town Sopore succumbed at Army’s Badami Bagh hospital in Srinagar. Later, the personnel of Rashtriya Rifles, CRPF and Special Operations Group launched siege and search operations in the town, which continued till last reports came in.  On the other hand, a trooper of 35-Rashtriya Rifles, Kishore Kumar committed suicide by shooting himself with his service rifle inside army camp at Beerwah in Budgam. This raised the number of such deaths amongst Indian troops and police personnel to 201 since January 2007.  Meanwhile, thousands of men, women and children staged demonstrations in Baramulla town against the killing of a youth, Zahoor Ahmed Dar. He was injured during the use of brute force by Indian troops against protesters three months ago and succumbed to his injuries at a hospital in Srinagar on Tuesday
